letter I therefore ma forward confidentially, though I

have no hesitation in doing so now. A critical time hus

beon reached on No. 2 District, and in view of the dis-

satisfaction of our engineers, some added dangers to their

lives and the great delay to works, I feel that you should

be fully advised of what is happening. We have won through

my troubles and generally the progress of the works,

with the exception of No. 2 District, may be taken as

satisfactory.
